Municipal Electrical Aggregation Program


PROGRAM HISTORY: Legislation by the State of Illinois enables municipalities to procure electric supply in bulk for residents and small business owners. For more information about Municipal Aggregation in Illinois, visit PlugInIllinois.org.

In March of 2012, a referendum was approved by the voters of West Dundee allowing the Village to bundle (or aggregate) residential and small commercial electric accounts and seek bids for the lowest cost source of electricity. Based on the resulting municipal aggregation programs, the average participating West Dundee resident has enjoyed savings on their ComEd bills for several years.

2018-2020 PROGRAM: The current Municipal Electrical Aggregation Program with Dynegy Energy continues through this Fall.

There is no enrollment fee to join, and no early termination fee to leave the program. West Dundee residents and eligible small businesses may enroll in or opt out of the Electrical Aggregation Program by calling Dynegy Energy Services at 844-351-7691. Be sure to have your ComEd account number available when you call.

PROGRAM UPDATE FALL 2020: In July of 2020, the Village received bids to renew the program, but no savings were available vs. the ComEd rate. However, the Village was able to secure new benefits at zero rate risk for ratepayers through a contract with Chicago-based Eligo Energy. Ratepayers within the program will be charged exactly the ComEd rate and will enjoy the added benefit of Green Energy via renewable generation facilities as represented by Renewable Energy Certificates (“RECs”) at zero added cost to ratepayers and the Village.

To learn how Renewable / Green Energy and RECs work, view this video clip prepared by the United States Environmental Protection Agency (EPA). Through this program, the Village will earn designation as an EPA Green Power Community.

Notices will be mailed to residents and small businesses on August 11, 2020. Some accounts will move from the previous aggregation program supplier, Dynegy Energy, back to ComEd, others will move to Eligo. The net effect for all is identical: all pay same ComEd rate with no risk of ever paying more!

1. If your notice reads, “Green Aggregation Notice,” You need do nothing and you will be switched to Eligo. You will never pay more than the ComEd rate. You have the choice not to support the program, and to opt out. If you do nothing, you will be enrolled with Eligo.

2. If your notice reads, “Informational Only: Hourly” or “Informational only Net Metering,” your account will remain unchanged, at its current status.

3. If your notice reads “Informational Only: Return to ComEd Service” your account will be moved from current supplier Dynegy to ComEd supply service.


Residents, whether with Eligo or moved to ComEd supply, will be considered members of the West Dundee Green Aggregation program, with energy usage offset by Green Energy.

Why are some accounts at ComEd and some at Eligo Energy?
Suppliers analyze every meter; depending on complex usage patterns, certain accounts are selected to remain at ComEd and others switch to Eligo. The net effect is same for all: all pay the ComEd rate; for zero added costs, and Green Power is procured for both those served by ComEd supply, and those enrolled with Eligo. Additionally, the Village receives a reserve fund at zero added cost to residents and the Village.

• Guaranteed at the ComEd rate, with no rate risk of paying more than ComEd.
• No hidden fees, no termination fee, flexibility to join or leave the program.
• The Village earns certification as a US EPA Green Power Community, at zero cost to you.
• Residents’ power consumption is offset by Green Energy generated from renewable generation sources located in the Midwest, for zero cost.
• The Village’s Carbon footprint will be reduced.

ELECTRICAL SUPPLY SOLICITATIONS: No one will ever come to your home or call to enroll you in the Village’s electrical aggregation program. Should you receive such a visit or call from a person purporting to represent the Village, Eligo, or ComEd, please take the solicitor’s information and contact the Illinois Commerce Commission at their Consumer Services Division complaint line: 800-524-0795 or report the incident to the ICC at www.icc.illinois.gov/complaints.

We would urge you to examine any offer carefully before agreeing to switch to another electricity supplier. Never reveal your ComEd account number or allow a solicitor to view your ComEd bill unless you are certain you wish to enroll with that supplier and have read all terms and conditions.

NEW RESIDENTS & SMALL BUSINESSES: New West Dundee residents and eligible small businesses may enroll in the new Electrical Aggregation Program by calling Eligo Energy at 312-262-6799. Please note that a ComEd account must first be established, as ComEd continues to administer electricity accounts with respect to billing and infrastructure maintenance. Be sure to have your ComEd account number available when you call.

PRICE TO COMPARE: The Illinois Commerce Commission maintains a "Price to Compare" to assist Illinois residents in understanding how various electricity rate offers compare with the current ComEd rate. More information can be found at www.pluginillinois.org.
